So the 5th graders are into hanging out and not advancement. Regardless of whether they are presented with awards or go onto a troop, they will age out in a few months anyways. This problem solves itself. Stop wasting time on them and focus on making the best Pack experience for the younger boys. have the boys from the troop visit or become den chiefs for the younger dens and this will show them more of what scouting is about then they will ever see from the older guys. The 50-cent version is that when when you are trying to turn around an organization you have to expect there will be pushback from the old guard. You must have both confidence that you are moving in the right direction and the courage of your convictions. The process can get ugly and you may lose members. The Den I commented on earlier will soon be no more and the new Cubmaster & Committee and building the Pack back up from near extinction, with our Troop supplying whatever help they need, including adult leaders and a Den Chief.
