Do you need a permission slip for an eagle project?

Im going to ask the scouts to bring hoes and other things but I need expensive things like weed cloth and staples. The mulch company I asked will only waive the shipping cost of 75 dollars but the 275 the mulch costs still remains.

I need to find a way to raise 500 dollars to rebuild a trail. I have no idea how to get this money
