We have recently formed a new Troop. A Scout from another Troop wants to transfer in to the new Troop. The boy has been continuously disruptive both in Scouting activities and at scool (and his parents aren't much bettr.
My question is: Do we have an option to reject a transfer application for scouts an/or adult volunteer?

The Scout Handbook does not list Asst. Patol Leader asa "valid" position for rank advancent. Does anyone know why?
