sorry to be chiming in so late on this topic. Webelos camping at camporees has been a topic of late in my district.
The National Executive board passed a policy in 1999 that Webelos may not camp at a Boy Scout Camp-o-ree or event. ("Webelos overnight camping at a Boy Scout camporee and/or event is not a BSA approved activity." Cub Scout Leader Book 2001 edition p. 21-9)
The pamphlet "Age Appropriate Guidelines" (2002 edition) lists Webelos activity at a Boy Scout camporee as "visit only."
