Can anyone tell me where the 15% that "council expects" Ive heard that figure thrown around quite a bit but I would like to know where I can find the official written policy.

I asked our commish when he gave them to us but he didn't know. I thought maybe it was for the two shirts we had a a spare for the future?

After we were given the assortment of patches, I figured it out...All 3 of the 100% do look nice around the adult patch.
