Scouts who decide not to finish Eagle Rank

I agree that Eagle rank, is not what Scouting is all about ! I have seen Troops that basialy manufacture Eagle Scouts. Their entire program is set to make as many as possible, and then they brag at the round table, what a great troop they have. But, the down fall is their boys would not stay more then three years or so. While in my unit, we had the majority remain practically to 17 years of age,and enjoying it. We formed explorer posts, and Senior Scout patrols, JASMS, and some became ASM's. The troop eventualy was run by one of mine Assistant Scoutmaster, copying my methodology of Scouting, and they today are a success, even with our controversial attitutes in Scouting.
