Nat. Tour Permit / Tours and Expeditions

While I was researching the required paperwork to fill out the "National Tour Permit" I noticed in the form header that it states "It is essential that you read Tours and Expeditions, No 33737D, before filling out this form." Not being able to find a copy of this pub. online I called the local council and was informed that it did not exist, that it was no longer used.

The printing date on the NTP was 2007 and is the same printing date of the example on the national BSA web site(BSA Guide to Safe Scouting)

After looking over the NTP I did not find any area that I could not fill out, so it won't prevent me for completing the form, just wondering if anyone had run across this before.
