rules vs. guidelines

I have seen many discussions recently about text that is "BOLD" being rules and text that is not bold being guidelines.

 

Can someone please quote a resource that tells me that rules are "BOLD".

 

 

I keep hearing this, and I would like to go to the source docuement and learn.

Fellow Michigander,

 

After many years of research on this forum, rules become guidelines when the person involved doesn't like the rule! ;)

 

With respect to the Guide to Safe Scouting (many times shown as G2SS here) there is a part that states:

 

BSA Rules and Policies

Bold type throughout the Guide to Safe Scouting denotes BSA rules and policies.

As far as I'm concerned, the entire Guide to Safe Scouting is "rules". The discussions therein are not guidelines, not suggestions, not helpful tips. They are RULES. I make no distinction between bold and not bold. It confuses the issue.
