A Scoutmaster, Cubmaster or Den Leader will easily be able to plan meaningful tickets that don't require other leaders to approve them. As an ASM, that was more of a challenge for me. John-in-KC 311 Posted August 7, 2019 Share Posted August 7, 2019 Some Councils are big enough to host WB annually. Others can justify a biennial cycle. Still others run in area clusters.
