If the Polaris project is looking for efficiencies, mega-councils would seem like a good idea on paper.  We already have the model in MI and I suspect we'll see something similar in UT, northern AZ, and southern ID.

I don't yet have a link to share, but Grand Canyon Council will be absorbing Catalina Council next year. This will put most of the state of Arizona in one council (Las Vegas, San Diego-Imperial, and Great Southwest nip out a few of the edges).

That's the a complete 180 from what I've heard from the former Lewis and Clark units. But I guess each to their own.
