BSA has a right to limit their membership as well as the number of dots, and 2 is it. I'm sure Baden-Powell wrote about that sometime. ;;; Oops, sorry for going off topic there for a moment. Of course at the end of the day it's because the BSA and the AARP have a monopoly. Of course if we all used the NSP there wouldn't be the problem and uniform would be better.
