Up until the late 1920s Patrols were identified by colored ribbons on the right sleeve. Each animal was represented by specific colors. Either two or three ribbons were worn. These can be seen in many old photos. Patrol patches came in about 1927 I believe.

The traditional colors for the three BSA programs were Yellow for Cubs, Green for Scouts, and Red for Explorers. Before the ODL uniforms, knee sox were worn with garters which had colored tabs representing the program of the wearer.

As for the Webelos pins, I'm not sure but I don't believe it matters were they are placed.

The BSA Insignia Guide does not state that Webelos Activity badges can only be put on specific color ribbons. It simply states the Activity badges are to be worn on the front panel of the Webelos cap, or on the Webelos colors
