New Centennial Quality Unit Award

Don't sweat the 70% thing too much. If 70% of your cub pack goes to Cub Day Camp, then you've met that requirement. Even if that's the only "outdoor experience" they have all year you've met the requirement. If 70% of your troop goes on a weekend campout/hike, then you've met the requirement. Even if your DE isn't interpreting it that way to you right now he will be if it comes down to you being a Quality Unit or not.

 

You have to remember a couple of things. It behooves scouting professionals for their units to make QU. If we don't have 60% of our units make QU then we can't be a Quality District. If we don't make QD then raises and promotions are much harder to come by.

 

The other thing is Councils don't really research all that hard to see if you've met these requirements or not. If you put down that 70% of your boys received an outdoor experience then we take your word for it. If you say that 60% of your boys advanced a rank then it's as good as done. Nobody is going to go back and make sure that the boys really did advance a rank or not.

 

For years the Council I work for has usually had 60-65% of our units make Quality Unit. We've shown this despite the fact that reports show that we only have around 40% of our (Cubmasters, Scoutmasters, Crew Advisors) direct contact leaders trained. Now, before this Centennial Quality Unit sheet the first requirement for being a Quality Unit was the unit leader had to have completed Fast Start and Basic Leader Training. How can you have 65% of your units be quality when only 40% are trained? It's easy when it's really not checked. Most councils simply don't have the manpower to do all of the required research it takes to properly check these requirements.
