How can summer camp support patrols?

I just caught this last night, as I was reading through one of the old Greenbar Bill Scoutmaster Handbooks.

 

The quote was attributed to Roland Phillips, but I have no idea who he was.

In addition to what you can Google, it should be pointed out that UNLIKE Bill Hillcourt, Baden-Powell did NOT write the practical day-to-day handbooks, which he left to the great Scouting authors such as Roland Phillips and Francis Gidney, the first Gilwell Camp Chief (his pen name "Gilcraft" is also worth Googling).

 

B-P concentrated on the "big picture" and on the small print (the rules and regulations called Policy, Organization, and Rules, with which (unlike the BSA) all members were expected to be familiar:
