future aquatics director

I have been recruited as an aquatics director for our council's summer camp. My camp director plans to send a 19 year old scout to camp school for aquatics instructor. He tells me this is all we will need for this scout to run an offsite water skiing program for our camp. I thought if you had an off-site aquatics program you would need another aquatics director. Can someone tell me more about this and where I can find more information?
