Beavah, in reading your response and then re-reading my post, I think I might have unintentionally misconstrued things. I did not mean to suggest that I have seen committee members harrassing scouts during a BOR, as a way to compete with the SM for power or control over the troop's "vision."

 

I did mean, it seems like the BOR might highlight differences of opinion about that vision (and how to achieve it) that come up in adult discussions (like committee meetings) down the road.

 

I certainly agree that it would be inexcusable for any adults to go after scouts in the BOR itself, as a way to resolve adult differences of opinion!
