  1. The Alamo Area Council of the Boy Scouts of America will invite girls to join Cub Scouting from January to May 2018. This “soft launch” will be open to girls currently in kindergarten for Lions, and girls in the first through fourth grades in Tigers, Wolves, Bears, and Webelos I, a BSA spokeswoman said.   4. This is an extrapolation on my understand of how my Czech friends say scouting panned out in their district. Suppose the GS/USA never promotes a vision of hiking and camping independently with your mates, COs started insisting on such a program for girls and boys, and a few soft hearted scouters pull it together -- possibly within the BSA but maybe under another umbrella with similar street cred (so much so, that congress gives it a charter after decades of not bothering with such niceties).
