    • Girls and gays have been present at world jamborees for decades because gays and girls have been scouts around the world for decades. You put 50000 people in one place and it will happen. It's just how the numbers work. In the same way that someone will probably die (work the stats through) some people will probably have sex. Having contraception available is better than STDs and unwanted pregnancies. It's not about facilitation.

    • Well more coffee dropped...that article provides a link to this 15 page WOSM Guidelines for hosting the World Scout Jamboree Last paragraph states condom policy. page 11,  7.3 Specific health matters Local legislation relating to the illegality of drug possession and/or consumption shall apply to the Jamboree. In all cases, possession and/or consumption of any of the following substances at the Jamboree shall be strictly forbidden: - amphetamine-type stimulants - cannabis - cocaine - opiates - other psychoactive substances   The abuse of volatile solvents shall also be strictly forbidden.   The use of alcohol shall not be permitted on the Jamboree site. Some exceptions may be made for Adults in confined areas, in accordance with the host country's habits. Alcohol consumption may not affect the ability of any adult onsite to carry out their assigned role. Adults may not interact with Participants when affected by alcohol.   The use of any tobacco products shall be strongly discouraged. Smoking shall be confined to specific areas.   The Host Organisation must ensure that condoms are readily and easily accessible for all participants and IST at a number of locations on the site. Heads of Contingent must be informed in advance and made aware of their responsibility in communicating this policy to their Participants, Unit Leaders, Contingent Staff, and IST in an appropriate way. When making this information available onsite, consideration shall be given to the various cultures and beliefs present.    
    • Interesting to me when I volunteer to instruct for IOLS, and the number of participants who have completed WB, but not IOLS. The most interesting thing was the WBers who had little skill or knowledge of the basics in IOLS, patrol method, etc... Some of my fellow IOLS instructors were surprised that I never did WB.
