IF your troop is running to recommended practices, THEN:

 

Scoutmaster and Assistant Scoutmasters are "by their office" members of the committee, and do not have a vote.

 

Scoutmaster and ASMs do not sit Boards of Review.

 

Does every troop run to recommended and best practices on something like this? Nope. Many do, but many don't.

 

I'd ask your CC directly. He'll tell you how your unit actually does business.

ASM's should not sit on BOR's. The reason being it is a open forum for the committe to learn about the scout and should be a safe place for the scout to tell the committee how he feel's about the program. With an SM or ASM present it could deter the scout from speaking his mind. It also keeps the SM/ASM's from coloring the BOR's impression and dialogue with the scout.

 

That being said, we sometimes have to bend the rules a tad to get more than three people on the BOR. As some of you may know we have just recently made a BOR part of our troop's SOP and we are still working out the logistics of it all.

What you were told is correct. The BoR is composed of committee members, mainly for the reason Spiney related. Also, the SM and assistants have enough other things to do.

 

The SM is expected to attend the committee meetings to report on how the troop is doing and the needs of the troop. He is not a member of the committee. Assistants should be welcome to attend too. Likewise, assistants cannot be members of the committee.

Thanks to all for the postings. Part of our problem is that our old but small troop only began having a committee (as far as I know) three years ago. Before that everything was done by the SM. With a new SM I became CC. Now I am SM, and all the adults who are willing to give time more than meeting night, want to camp and work with the boys. They are mostly registered as ASMs. Strict construction of the rule would gut our committee. Should we then ask most of the ASMs to transfer their registration, though they are all program oriented, not policy oriented?

Our troop has a veritable cornicopia of adult volunteers. We have at present 6 ASM's and 20 or so MC's. While they are not all active, some handle 1 big event a year and that is the extent of their involvement. I am listed as an MC but take a pretty active role in the program and I suppose I do more ASM chores than committee chores. That being said, the patch on the shoulder doesn't matter so much to me, I am just glad to be involved and helping the program whatever that entails.

You might consider trying to turn some ASM's into MC's though. Council likes to seee a balanced roster. Just because you are a committee member doesn't mean you can't take an active role in the program side.

Not knowing the specifics of your numbers, I would first look around to see who else you could recruit for BORs. Certainly the CC. Do you have an Advancement Chair that is not ASM? What about moms or dads that are not ASMs? COR? Possible CO folks (e.g., if church - an elder, if Lions Club - some members who are former scouts)? Other community people that may be willing to help a true '1 hour a month' (a local judge, elected official preferably with some scouting background)? Registering new MCs is a fairly nominal cost. While I expect you could find other folks to help, having a few ASMs switch is always a possibility. Also look at your scheduling - if you do your BORs on nights other than troop meeting nights, maybe a change will increase your pool of BOR members.

this is a perfect time to rope all the parents who are not on the committee into volunteering!

tell them the SOB's (sons of Baden-powell-ha! got you...)at District said you had to have more parents inorder to get their kids advanced!

 

You can also approach the COR and the CO for warm bodies...and indirectly get them involved!

look at this as an opportunity not a problem!
