This Cascade Pacific Council website has an extensive listing of Scholarhsips for Scouts & Explorers. While the origional BSA document (99-052) is no longer published, and some of the info may be out of date, this is the best comprehensive we know of.
NESA Scholarships
Scholarships are available to Eagle Scouts through the Cooke Scholarship Endowment, the Elks National Foundation, and the National Eagle Scout Association. From the BSA National Website.
