Les,
I would not say you, are wrong. Not at all! Certainly uniform wear is a
great way to show scout spirit.
Still, I like to view scout spirit as a scout's willingness and ability to
live the ideals of scouting thru the scout law and scout oath. The
advancement requirements put scout spirit in just those terms, so my only
advice would be to encourage uniform wear while linking that to the broader
meaning of the ideals of scouting.
