It depends. I find that the Philadelphia Inquirer publishes "good" news
stories on a regular basis. They have a Neighbors section (which actually
covers a fairly wide geographical area) and there are somewhat frequent
stories about Scouting. It usually needs a special twist, but it is there.
I credit the Council for this. Maybe the contacts have to be started at a
high-level within the Council to generate a good relationship.
