It's important to consider one thing no one else mentioned. In order to be
eligible for First Class, a Scout has to first earn Second Class. While he
can work on the requirements in any order he wishes, he cannot have a BOR
(and by inference a SM Conference) for First Class prior to completing the
BOR for Second Class. This also suggests that there MUST be two SM
Conferences and two BORs. In my view, any policy that meets this requirement
is a good one.

I still believe the Scout Spirit thing is too important to just sign off,
and most people sounded like they disagree with me on this one. The
requirements are there twice for a reason, seems to me to earn them both.
So, I will use SM judgment, and keeping the individual Scouts needs and
performance in mind, decide on a case by case basis.

I, for one, agree with you on the Scout Spirit requirement. It does not,
however, state "while a Second Class Scout..." or "while a Tenderfoot..." so
it's not going to provide an easy resolution. In a case like the one you
mentioned, there's no need to evaluate the Scout twice on Scout Spirit since
very little will change from hour to hour. If it were me, I would take care
of Second Class at the next BOR. After that's done, I would have another SM
Conference (hey, the BOR can take care of another Scout while I'm talking to
this one), and then send him back to the BOR. Ultimately, however, it's up
to the troop's advancement chairman and the members of the BOR.
