At the troop level, Scout Spirit is a difficult one
-not- to sign off, unless there is a significant, well
documented history of counseling on some serious issues.
Particularly if it comes up at the last minute.
I took two years between Life and Eagle, because I was
having too much fun to concentrate on advancement. I
don't think Mr. Bestul felt I was slacking.

It's up to the Eagle Board of Review to determine if the
project is ultimately acceptable. They can judge it on
their own, and a project with problems is not necessarily
unsuccessful, if the Scout managed the difficulties to the
best of his ability. The EBOR is also a pretty good judge
of Scout Spirit.

It sounds like you may be frustrated because you see the
unrealized potential this youth has, and the "could have dones"
instead of celebrating what he -has- accomplished, warts and
all. If you are asked to be on the EBOR, I would suggest
listening closely to the opinions of the troop outsiders.
If you are not asked, I would allow them to work on their
own, reaching independent decisions.
