Scoutmaster transition strategies techniques

Opinions wanted.
Our current scoutmaster has been in office for 8 years. He has
overseen a resurgence of the troop from 8 scouts to 58! this year. He
is currently working his Woodbadge ticket and will probably be an
involved scouter for life.
His employment situation has changed making him less available for
week-end activities and his his youngest son will turn 18 soon. He
would be welcome indefinitely as scoutmaster if he wished to stay.
He has made statements to others indicating that his tenure is
approaching an end, but he has not discussed his thoughts with the
committee or myself, Committee Chair (CC). There is starting to be
some informal handicapping going on as to who would be best suited to
replace the Scout Master (SM).
My concern is to maintain continuity and to preserve the system that
has resulted in success for the troop.
Is there a tried and true and or "official" process for making
successful SM transitions?
Should I let nature take its course, or should I push for an open and
active discussion about what is best for the future of the troop?
Our Chartering Organization is the PTA and by its choice has little
input or oversight into our 53 year old troop.
