This happens frequently with any sort of fundraising, regardless of the
organization.
The last time I was close to this type of unfortunate incident charges
were preferred. Don't put it off, this person is out of control and
need to be brought back to reality. Let them know through legal
channels that they are a thief/embezzler. Once the Sheriff stops by,
the thief's priorities change and the money appears. This is a tough
job, usually handled by the professionals.
Unless there is more to this than you've said, this case should be
pursued vigoriously. Don't be confused by fellowship or the supposed
situation of the criminal. They're not one of us anymore and need to be
treated accordingly.
The biggest weakness that I have found in volunteer organizations is the
trusting attitude that leads to a weak chain of custody for funds and
fundraising supplies (cookies, popcorn adn candy bars). With out a firm
chain it is hard to make charges stick.
