Jim,
The Cub Scout Leader Book is the closest thing to a SM Handbook I've
come across. It's quite good, and explains the Cub program in
considerable detail.
The NCAC Scout Shop has wallet-sized job descriptions of every
registered adult position at both the cub pack and district level,
including CM, Committee member/treasurer, Committee
member/transportation, etc. If your shop doesn't have them, call the
NCAC scout shop at 301/530-9360. I bought a set of these when I first
started as CM, and handed them out to my committee members.
