Tell us more about your future troop. What do you know about the CC and
the rest of the committee? If these are the parents who have been
signing of on their son's requirements, you'll have a difficult time
weaning them from this practice. If the committee exists in name only,
then you can find a good CC and put him to work building a committee as
you rebuild the troop.
As for the five who want to play basketball, what does basketball offer
to them that their scouting program does not? Do adults do all the
program planning and executing in their scout program, while basketball
is planned and executed by them? You and I know that basketball can't
achieve the aims of scouting. And, it ain't a method (can I use "ain't"
around a Canadian w/o a translator present? :-) ). In a boy-run
democracy that should be a scout troop, your 12 crossing over WeBeLoS
should help you guide the troop's activities towards scouting, and away
from sports activities.
But the cultural differences between your new scouts and the old 5 may be
too deep. You may have to sit down with each of the 5 in a SM conference
and tell them you ideas on the troop. And, I wouldn't be signing any SM
conference lines on advancement sheets if the requirements were signed by
a parent or other unregistered adult. You're right: this practice ceases
with WeBeLoS.
