Inspection Fee Exemption

This is an appeal to the collective wisdom of the list:
Some of our Ships operate vessels that are inspected small passenger
vessels. The USCG now charges to perform the required safety inspections.
In 46 CFR (Federal Register, Vol 62, number 76), it is stated that vessel
inspection fees have been waived for 2 vessels owned by the Boy Scouts of
America.
Does anyone know if they are Sea Scout vessels and if so, which Ship
operates them?
