HOWEVER, As Mike pointed out later in his message, They STILL must be
approved by the District/Council Advancement Committee, and will still
be registered as Code 42, even if they only work with one troop.
They also MUST fill out a standard Adult Registration Application, No.
28-501 (even if they are already registered in another position) AND a
BSA Merit Badge Counselor Information Form (No. 33405).

I'm not sure if that's true. However, it can't hurt to have the extra
approvals. Better to err on the side of caution.
