We haven't held them to the end, but we've managed to hold them down to very
little time. (5-10 minutes total for all announcements.) Our RT rule is that
any announcement has to be scheduled in advance. Each person is alloted X
amount of time for the announcment. X usually is 2 minutes or less. If you
go over your time limit, you are airhorned.
That's the rule, but in practice, we do let people do last minute
announcments - very occasionally - if it seems very important. However, we
still give them a time limit.
Also, in practice, we don't airhorn people who seem to be quickly winding up
when near the end of their time limit.
It helps that all the RT staff keep things snappy, too - setting the example
for the others. "Just a quick reminder about the camporee next month on the
3rd. Troops need to sign up by the 19th. I'll put these fliers on the
sign-up table and you can pick one up on your way out if you want more
information."
The airhorn works well. It has become a joke. All we have to do is wave it
in the air. The jumpy Scouters dive for cover while the windy speaker
immediately says, "I'm done."
