I have heard it said that Merit Badge Counselors are considered
district- or council-level Scouters and therefore do not require the
approval of a troop CC and COR, only the approval of the district or
council. I haven't found anything in Advancement Policies and
Procedures that addresses this, and our district advancement chairman
asked me to investigate this, as he doesn't know, either. What's the
straight scoop, and where can I find the documentation to back it up?
