Rich is correct, and I recognized those facts.
There was, contained in the briefs which supported BSA's position more
than a hint of "greenmail" that if BSA wasn't sustained there would be
an exodus of resources. The unexpected reaction of other contributors
falls under the "law of unintended consequences".
But, as long as BSA holds the charter and is engaged in highly
profitable interstate commerce it will continue to produce the books and
literature, uniforms and paraphrenalia that, by general agreement, we
volunteers believe overpriced.
High adventure bases? Until recently BSA had one more: Matagamon, ME;
and since National hasn't met the demand Councils have filled in (see:
"Passport to Adventure"). Additionally, units have learned to develop
their own HA, and certainly need to - especially for youth with
disAbilities. Just this summer, at PTC, conferees were told that it was
too risky for BSA to serve the disabled. Yet, I can list non-BSA
sources which can provide adventure from Snow-Sports to Sailing for the
disAbled without a BSA-scale whimper.
Will Councils feel the pinch? Probably, but they're closer to the youth
and volunteers and will learn to be more responsive.
So I'm told: "you've got to deal with the "system" and fix it...".
Well, so I will by defining, at least in my mind, the difference between
Scouting (and direct service to youth), and BSA (Inc.).
What will be the "outcome"? Could be a system like in other Scouting
nations -- an umbrella organization, with standardized aims, challenges,
and opportunities; and subordinate secular/non-secular organizations
which serve only their own kind.
