The problem with this approach is that some number of randomly selected
applications are reviewed more closely than most, and national can (and will)
deny Eagle applications because they have the wrong person's signature. The
easy fix, suggested by our council office when I was the son of my
Scoutmaster and applying for my Eagle, is to have both the parent who holds
the official office AND some assistant sign the form.
