I'm afraid your statement is unclear. Did you really mean to write:

Not even BSA alleged that Dale was advocating that scouts engage in
heterosexual, homosexual, or autoerotic behavior. BSA has always felt
that discussions about sex should be ouside of the Scouting setting and
held between the Scout and his parents, or faith leader.
