Years ago, I learned a very nice touch to the "compete or not" and what kind
of awards to give at Camporees question. One makes up a certificate for
each unit which participates. For each event, there is the name of the
event and a circle down at the bottom of the certificate. How the unit did
on that event was noted as top third, middle third or bottom third. If
they got top third, there was a blue gummed disk stuck in the circle (one
can get these disks at stationery stores). Middle third was a red disk and
bottom third was a yellow disk.

In this way, each participating unit could get a certificate at the closing
and be proud of it. There was recognition of who had done better on the
events, but you had to look at that unit's certificate to know. There
wasn't the problem that I have seen at other camporees where "Troop 4" got
12 awards and no body else got more than one.
