I've wondered about this same question. It is my belief that BSA is afraind
that if Baden-Powell's literature were to be read by its members that they
would find BSA, as an organization, to be found seriously wanting and demand
that it be renewed with B-P's tenents being followed instead of the current
political-religious agenda that appears to have crept in and taken over the
organization at its highest levels.
