This issue of date of rank is precisely why it is important for units to
have Board of Review opportunities at least monthly. It is also important
that the BoR actually signoff in the lad's handbook and that the unit
advancement person keep adequate records. While games can be, and sometimes
are, played with post-dating of records in the event of planned long term
absence from the community, Dad's summer assignments in another region
making participation in a regular BoR impossible for example, such
strategies should be discouraged or even better, forbidden. In the States we
used strict adherence to dates as one of the real quality controls placed on
fast advancing scouts.
