I believe that we already have ways for the boys to let us know how the
troop leadership (both Scout and adult) are doing. They are known as SM
Conferences and Boards of Review. We make a point of asking every Scout in
his SM Conference for rank advancement and again at the Board of Review:
(1) what he likes about the troop and (2) if there's anything that he
dislikes or would like to see done differently. One might argue that boys
might be more forthcoming submitting this stuff anonymously, but I think
we've developed the "counseling" skill (also taught in Wood Badge) to an
extent where boys are pretty forthcoming with their opinions and concerns.
The other nice thing about using the SM Conference as a vehicle for
feedback on the troop is that I can talk with the Scout immediately about
what we might do to address his concern. Many times, the Scout will realize
that he can do quite a bit himself to fix the problem that he raised.
Likewise, I can communicate suggestions for improvement to the troop
leadership (Scout and adult) when I hear them, or if a point is raised in a
BOR, the committee members can talk to me about it.
