I feel this is no different than any number of "issues" a chartering
organization might have with its chartering of a troop. It does not matter
what that issue is.

When our sponsoring organization had liability "issues" I told them that
they must weigh their commitment to the boys and the good of the program and
NOT throw the baby out with the bath water. Tell you chartering
organization that the true power in the BSA lies with them and they should
make their feelings known to national (no matter what that position may be)
and participate FULLY through selection of a charter representative that
represents them.

Things change, or not, based of this wonderful participatory system known as
a democracy. BSA may indeed be a private club, but the owners of that club,
the chartering organizations can determine democratically the rules of that
club.

We all have the power to effect change or defend against it, but, we must
exercise it or it's like it does not exist!
