I don't know why the SM in question is limiting the creditable hours on time served, but it sounds like the scouts were not notified in advance. If that is the case, there's no way that I can come up with to say that he is 'staying in accordance with the rules'.
If the service projects in question were eagle projects, I would imagine that the Eagle candidate would benefit from continuity of staff. It's tough having helpers come and go solely to fulfill their requirements, rather than see the project to completion. This can be a problem even if you credit all six hours worked on one project.
I for one would commend the boys for sticking around and working beyond what was 'required' and would suggest that the unit might look into some other way to recognize the cumulative service hours of their scouts.
