As the SM of a troop with a 50-year tradition of service, I would never consider counting less than the number of hours served. For service projects involving travel time, I also include the travel time. Because the troop performs a number of service projects every year, the scouts generally have far more service hours than needed for scout advancement requirements. Giving full credit for the hours actually served is sometimes useful in meeting required service hours for school.
It seems to me that any youth working on a service project should be given full credit at all times. I can't imagine doing anything less.
