There are three solutions to your problem:

1) Buy two more shirts to hold the proper insignia for your two other jobs
(including the silver shoulder loops). This is the most expensive way to do
things, but it provides the appropriate example and cuts down on washings.

2) Buy one more shirt, a velcro kit for your OA position and district
position, and the appropriate shoulder loops. This is less expensive than
the first, provides the appropriate example, and increases the number of
washings slightly. Technically speaking, district, council, and OA positions
should not include a troop number since they aren't troop positions. Unless
I missed it, there's nothing in the Uniform and Insignia Guide that
prohibits unit numbers for district and council positions.

3) Buy a velcro kit and the appropriate shoulder loops. This allows you to
use the same uniform for all three positions just by changing the position
patch and shoulder loops accordingly. It does, unfortunately, increase the
number of times the uniform has to be washed.
