Which brings up another question for me that has been rattling around
lately.
Since it is the Scoutmaster that signs off active and leadership
requirements, why does the board of review feel that they can counter
what the Scoutmaster has said in signing them off?
Is it the Scoutmaster that signs things like this off in other Troops and
can the board object to what the Scoutmaster signs off?
