You were correct in your assessment. The Board was WRONG. Had he not
been subsequently passed, he could (and SHOULD) have appealed the
decision, and it WOULD have been overturned at the District level. I
assume there is no "Date" crunch for him to finish his Eagle. If there
was, then he could STILL appeal to "recover" the time lost.

The ONLY place where a Scout MUST show LEADERSHIP is in his Eagle
Project. As you noted, the other requirement is to serve in a position
of responsibility, which is a very different thing.
