While I agree that CO's are (and should be) able to set their own
leadership requirements, what happens if the Scout Master and Committee
Chair choose to implement their own STRICTER requirements? The CC
and/or SM (I don't remember) have to sign new leader apps, and if they
choose not to based strictly on gender, they can effectively block the
application from going to the CO. This isn't good for the unit and it
isn't right but it DOES happen and many of the scouters who are
rejected this way just go to a different unit instead of going to the
CO and attempting to get the person removed from office (which wouldn't
be good for the unit either).
