One possible solution is to have a Vice-Chairman. Someone serves in that
position with the knowledge that they will be dropping the "Vice" part
in the next year. They are serving the troop and learning the job for a
year before they actually take over as Chairman.

I know that sounds very simple, and of course it isn't. Finding that
level of committment in someone isn't easy.

I'm not in Rotary, but I am a Lion. In many Lions Clubs they have a
President, 1st Vice President, and 2nd Vice President. They move up a
notch each year. So the 1st Vice prepares to be President next year, the
2nd Vice will be President in 2 years.

It's easier to avoid the potholes if you look far enough down the road.
