This gets even more tricky when you consider, for example, that in LDS
units, all fees are paid by the LDS Church, regardless of the religious
affiliation of the scouts. Some of the details vary from troop to troop;
however, recharter fees and registration fees for new scouts are paid by the
LDS church. In my troop, fees for monthly camping, like at a state park,
are also paid by the Church. In this case, using BSA's rules for "active"
are irrelevant.
