You're missing nothing except that the BSA has many aspects of it's programs
that do not apply to everyone (I said aspects of the program NOT rules and
regs.) I see weekly paying of dues as a quaint hangover from those "good old
days" Our troop finds that there are plenty of ways to encourage and teach
personal responsibility that do not involve money. The ability of each
Scout to come up with even $.50 a week can become an issue that has nothing
to do with the boy.
We collect funds once per year at recharter time.
