I must take issue with that statement as follows. It is my opinion that registered= paid dues and active= participation, however limited it might be. I would make a case by case determination whether a Scout would be allowed to attend Summer Camp based his record of activity with the Troop or his Patrol. I don't think that I would allow a Scout to attend Summer Camp if his only contact with the Unit all year was just to pay his dues, and or registration fees.
